Community Action offers a variety of services to participants in Ramsey and Washington counties.  These programs include:


Opportunity Saint Paul

Nearly 64,000 Saint Paul residents live in poverty, including 26,000 children. And the poverty rate in the City of St. Paul stands at 22.6% — that’s more than 1 in every five people. Opportunity Saint Paul aims to actively engage the community in solutions that fight poverty. Building on work previously completed such as the Commission to End Poverty in Minnesota by 2020 and Community Action’s Community Blueprint to End Poverty, we want to give the entire community a chance to work together to effectively combat poverty in Saint Paul. Most importantly, we are ensuring that people living in poverty in St. Paul have a voice in the work that directly affects them.

Head Start & Early Head Start

Quality early childhood learning is a good predictor of success in school and later in life. Head Start promotes school readiness through educational, health, nutritional, social and other services to enrolled children and families. Early Head Start works with children from prenatal to age three, while Head Start works with children age three to five.

Energy Assistance & Energy Conservation

When someone applies for help with their energy bills, they are also applying for our conservation efforts. Just one application gets the process started to see if you are eligible for both programs.

Self-Sufficiency

We help low-income individuals and their families achieve financial independence through education, transportation programs, asset development, and job hunting skills.

Civic Engagement

We encourage and teach those we serve to advocate on their own behalf, register to vote and become community leaders. Please click on the links on the left and spend some time learning about what we can offer you, or possibly what you may help us with.
