Clarence Hightower, Ph.D. is the Executive Director of Community Action Partnership of Ramsey & Washington Counties. The author of Claiming the Constitution, Dr. Hightower has also been a featured columnist for Insight NewsThe Minnesota Spokesman-Recorder, and other Twin Cities publications. In 2002, he was appointed to the Board of Trustees of the Minnesota State Colleges and Universities system (MnSCU), where he served until 2014. Dr. Hightower was elected Chair of MnSCU’s Board of Trustees in 2012, the first African American to ever hold that distinction. Dr. Hightower earned his Ph.D. in urban higher education from Jackson State University (Mississippi), where his dissertation examined the perceived influence of professional search firms in expanding diversity among college and university presidents. An ordained minister, he is the Pastor of New Bethel Missionary Baptist Church in north Minneapolis.
