Community Action Names Head Start Director

Community Action Partnership of Ramsey & Washington Counties (Community Action) is pleased to announced Sandra Simar is the new Senior Director for Head Start and Early Head Start programs. Ms. Simar has 20 years of experience working with Head Start and in early childhood education.

“Sandy is uniquely qualified for this position. I’m inspired by the energy Sandy will bring to our agency,” said Clarence Hightower, Executive Director. “We found our ideal candidate.”

Ms. Simar comes to Community Action from Child Care Resource & Referral in Rochester, Minnesota, where she served as the Head Start Director. During her tenure there, she successfully expanded the Head Start and Early Head Start programs, and served as a Federal grant reviewer for the Office of Head Start in Washington, D.C. Earlier in her career, she was Head Start State Collaboration Director at the Minnesota Department of Education and Director of Head Start for Wright County Community Action. “I’m thrilled to have the opportunity to lead one of the largest Head Start programs at one of the largest Community Action agencies in the state,” said Ms. Simar. “For someone like me who lives and breathes Head Start, it’s a dream come true.”

Ms. Simar holds a master’s in educational policy and administration, and a B.S. in elementary education, both from the University of Minnesota. She is also an alumna of the highly-respected Head Start Johnson & Johnson Management Fellows program of the University of California at Los Angeles.
